Horizon Europe: EUR 295.7 million available for calls to support EU Missions

Five calls are currently open for project applications under four EU Mission areas - adaptation to climate changeclimate-neutral and smart citiesrestore our oceans and waters, and healthy soils.

Five calls for project proposals are currently open under four EU Missions within the Horizon Europe 2023-2024 work programme to support research and innovation projects. The calls cover a wide range of thematic areas, including zero emission mobility, positive clean energy districts, urban renaturing, restoration of our oceans and much more. The mission areas are: 

The EU Mission on Climate-Neutral and Smart Cities that seeks to support cities on their journey to climate neutrality - enabling them to roll out climate action plans and achieve climate neutrality by 2030.

The EU Mission on Adaptation to Climate Change that aims to support the development of state-of-the-art knowledge and identify gaps for enabling conditions for building climate resilience in all phases (plan, respond, adapt).

The EU Mission on Restore our Oceans and Waters by 2030 that aims to protect and restore marine ecosystems and biodiversity, prevent and eliminate marine pollution, and create a carbon-neutral and circular Blue Economy. 

The EU Mission on A Soil Deal for Europe that aims to establish 100 living labs and 'lighthouses' to showcase good practices and lead the transition towards healthy soils by 2030.

Two of the five calls are joint actions between different Mission areas.

What are the requirements for applying?

The requirements for submitting a project proposal are detailed in the relevant documents published on individual call page.

The submitted proposals are evaluated by independent experts drawn from the European Commission's database of external evaluators. 

Background information

Info Days were held online on 17 and 18 January 2023 to provide prospective applicants with specific information on the new calls, funding opportunities and timelines under each of the five Missions (Adaptation to Climate Change; Restore our Ocean and Waters by 2030; A Soil Deal for Europe; Cancer; and 100 Climate-Neutral and Smart cities by 2030). Horizon Europe is the EU framework programme for research and innovation, which succeeds Horizon 2020. EU Missions are a novelty of the Horizon Europe programme for 2021-2027. The Missions are a coordinated effort by the Commission to pool the necessary resources in terms of funding programmes, policies and regulations, as well as other activities. Each mission will operate as a portfolio of actions and contribute to the goals of the European Green Deal, Europe’s Beating Cancer Plan as well as the Sustainable Development Goals.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is managing and implementing three of the five missions under the Horizon Europe framework programme. These missions are: Adaptation to Climate Change; Restore our Ocean and Waters by 2030; and 100 Climate-Neutral and Smart cities by 2030.
