LIFE programme

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is currently inviting experts from the fields of energy efficiency and renewable energy to register to the European Commission expert’s database to evaluate proposals from the LIFE Clean Energy Transition sub-programme.

Expert profiles

The evaluation panels are composed of experts from diverse backgrounds and various sectors.  We are looking for professionals working in the following sectors:

  • Industry, business associations, Energy Service Companies and energy utilities
  • Finance and investments in the energy efficiency field
  • Non-governmental organisations (NGOs) and other civil society organisations
  • Energy cooperatives, energy communities
  • Local, regional and national administration
  • Energy Agencies Universities and research organisations
  • Consultancies working in the energy efficiency and renewable energy fields

Furthermore, we strive to achieve gender equality and strongly encourage female experts to join the evaluation panels.

Thematic expertise

The European Commission is looking for experts with extensive experience in at least one of the following areas:

Energy efficiency

Social sciences for the energy transition 

Energy systems, Energy systems and grids 

Energy supply 

Buildings and industrial facilities in energy transition

Energy performance of buildings and building retrofits

Heating, Ventilation, and Air-Conditioning including heat pumps

Building Renovation Passports and Energy performance certificates

One-Stop-Shops and Integrated Home Renovation Services

Energy storage

Renewable energy technologies, policies and regulation

Energy Communities 

Energy poverty, including health and gender impacts

Energy Efficiency Obligation Schemes (EEOS)

Energy labelling

Vocational education & training

Energy Audits and Energy Management systems

Business models pursuing sustainability at value chain and at local level among companies/stakeholders

Manufacturing of clean technologies (processes, regulatory and permitting procedures)  

Energy Efficiency Services

Financing Energy Efficiency

Public-Private partnerships

Energy Performance Contracting 

Energy and climate planning including integrated energy planning

Multilevel governance and stakeholder engagement in the energy sector

Capacity building programmes in the energy sector

District heating and cooling systems planning and design including economic and technical assessments

Efficient heat and cold production

Your role as an expert evaluator

The European Commission selects candidates with the most suitable profiles for each evaluation. Selected experts are contracted for short-term assignments between one week and two weeks, in some cases up to 30 days. The working days are not always consecutive and can be spread out over 1-3 months.

Experts evaluate project proposals applying for EU funding. This is done by scoring proposals and exchanging views with fellow evaluators.

The work will be conducted remotely.
