Just Transition Mechanism: 6 more Czech projects selected for PSLF funding

The European Commission has selected 6 projects for co-funding in Czechia aimed at promoting sustainable social infrastructure, improving the energy efficiency of public buildings and modernising transport infrastructure. The projects will receive EU support worth €8.9 million under the Public Sector Loan Facility (PSLF) of the Just Transition Mechanism (JTM). The six proposals were submitted under the 6th cut-off date of the first PSLF call.

The University of Ostrava will receive a grant of up to €3 million for the construction of a new student residence and expansion of the student housing in Ostrava. The city of Postoloprty will receive a grant of up to €0.56 million to renovate the historical town centre by reconstructing roads, sidewalks and upgrading street lightning. The city of Děčín will receive a grant of up to €0.39 million to improve the energy performance of public buildings (schools, cultural and sport facilities) and a grant of up to €0.58 million to revitalise the historical part of Podmokly neighborhood. The city of Litvínov will receive a grant of up to €1.98 million to build a new indoor swimming pool as part of a sports complex. These projects will also receive loans via the Czech National Development Bank (Národní rozvojová banka), the EIB’s financial intermediary in Czechia.

Additionally, the Czech national railway administration (Správa železnic) will receive a grant of up to €2.35 million for the reconstruction of a railway line, including construction of noise barriers and a fly-over, in Litomerice, the reconstruction of a railway bridge in Ústí nad Labem and the reconstruction of a railway bridge in Teplice.

Background

The Public Sector Loan Facility (PSLF) is an instrument under the Just Transition Mechanism (JTM) that aims at alleviating the social and economic effects of the transition of the EU regions towards climate neutrality. It is a blending facility that combines loans from the EIB with grants from the European Commission to help mainly public sector entities in the most affected EU regions (identified in the territorial just transition plans) to mobilise additional public investments and meet their development needs in the transition to a climate-neutral economy.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is responsible for the implementation of the Public Sector Loan Facility under the Just Transition Mechanism. 

The first PSLF call for proposals was launched on 19 July 2022 with 10 intermediate cut-offs until the end of 2025. There are 3 cut-off dates per year planned until the end of 2025, with the next one being 19 September 2024.
