CA EED Impact report 2019-2022

The Concerted Action for the Energy Efficiency Directive (CA EED) has released a new impact report, summarising the activities and energy efficiency topics discussed across the EU between 2019 and 2022.

The Concerted Action (CA) of the Energy Efficiency Directive is a European Platform for national Energy Efficiency Directive implementers, aiming to facilitate learning and promote good practices across Member States, and strengthen their capacity to the Energy Efficiency Directive (EED).

The Concerted Action has supported the implementation of energy-related EU Directives across all Member States plus Norway since 2008. The original CA began by supporting the Energy Services Directive and then the Energy Efficiency Directive (superseding the Energy Services Directive in 2012).

The newly released CA EED Impact Report showcases the activities and most recent successes of the Concerted Action.  

Meetings and topics

From April 2019 to March 2022, there have been a total of six Plenary Meetings in a variety of formats to adapt to the Covid-19 pandemic travel restrictions. The first was held in Zagreb (Croatia) as an in-person event, and the last of the second cycle tool place in Lisbon (Portugal) as a hybrid meeting. All other Plenary Meetings were delivered online.

The latest Plenary Meeting in Lisboa (March 2022) included the following topics for discussion:

  • Tackling fuel poverty via energy efficiency measures
  • Energy systems integration – role of heating and cooling, District Heating and Cooling (DHC) infrastructure and energy storage
  • Monitoring, planning and reporting – requirements in EED and governance regulation on energy efficiency
  • The role of databases when Member States demonstrate the exemplary role of the public sector

In the recently closed second cycle, the network has focused on improving the collaboration between the three Concerted Action programmes: the Renewable Energy Directive (RES) and the Energy Performance of Buildings Directive (EPBD). As a result, in January 2020 a Joint Workshop was held in Barcelona, Spain.

The Study Visits were varied and touched on energy efficiency measures related to obligation schemes, reporting systems, data centres and the water sector.

A third cycle of the Concerted Action started in January 2022 and will extend until December 2026. The spotlight will be on Member States’ implementation plans to improve energy efficiency and cut energy poverty.
