Innovation Fund: 138 project proposals received for the second large-scale call

The Innovation Fund's second call for large-scale projects, making €1.5 billion available, closed on 3 March 2022 with 138 project proposals submitted, requesting a total of €12.1 billion.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) has received 138 project proposals by the deadline of 3 March 2022 for the Innovation Fund's second call for large-scale projects, requesting up to €12.1 billion in EU support (more than 8 times the available budget). Proposals received come from projects to be implemented in 20 Member States, as well as Iceland and Norway. The Fund is one of the world's largest funding programmes supporting the demonstration of innovative low-carbon technologies and the applications received are proposing to reduce COemissions by up to 712.6 million tonnes (*).

The proposals received are covering the following sectors (some applications are cross-sectoral):

  • Renewables Energy Sources: 13
  • Energy Storage: 21
  • Energy Intensive Industries: 104 (including Carbon Capture, Use and Storage and hydrogen)

The next step is to evaluate admissible and eligible proposals with the help of a pool of experts managed by CINEA. The results of the evaluation will be made public in the second half of 2022.

Background

This is the second call for proposals under the Innovation Fund. The Fund aims to contribute to Greenhouse Gas avoidance and is sourced with revenues from the auction of emission allowances from the EU Emissions Trading System (EU ETS). Furthermore, the Innovation Fund will also reassign any unspent funds from the NER300 programme.

Under the first call for large-scale projects, seven projects were selected, for which grant agreements are currently under preparation. By the beginning of April, all the projects are expected to have signed their grant agreements with CINEA.

The European Commission has mandated the implementation of the Innovation Fund to the European Climate, Infrastructure and Environment Executive Agency (CINEA), which has a crucial role in supporting stakeholders delivering the European Green Deal.

(*) this is not equal to the total amount of CO2 emissions that are expected to be avoided through this call. This amount will only be known after evaluation of project applications and implementation of the ensuing projects.
