Green interventions in Czechia and Poland thanks to JTM PSLF

The European Commission is co-financing 3 projects aimed at promoting sustainable urban infrastructure and improving the energy efficiency of public buildings to the tune of EUR 7.3 million under the Public Sector Loan Facility (PSLF) of the Just Transition Mechanism (JTM). The three projects were submitted under the 5th cut-off date of PSLF, which is a blending facility that combines loans from the European Investment Bank (EIB) with grants from the European Commission to support a fair and just transition towards climate neutrality across the European Union.

The city of Dąbrowa Górnicza in Poland will receive a grant of up to EUR 6.2 million to promote green mobility, renovate and upgrade road and bicycle lanes and modernise several municipal buildings in the fields of education, social welfare, culture, and sports.

The city of Třinec in Czechia will receive a grant of EUR 0.7 million to reconstruct the Kosmos cinema and its adjacent public space as a measure to counter depopulation. The reconstruction of the cinema is expected to increase the city’s attractiveness to both its inhabitants and visitors.

The city of Ústí nad Labem, also in Czechia, will receive a grant of EUR 0.4 million for the purchase and installation of around 6,000 high efficiency LED street light lamps for public lighting and for the construction of a sustainable building for trolleybus drivers. As a result, energy savings are expected in the operations of the public transportation company.

Background

The Public Sector Loan Facility (PSLF) is an instrument under the Just Transition Mechanism (JTM) that aims at alleviating the social and economic effects of the transition of the EU regions towards climate neutrality. It is a blending facility that combines loans from the EIB (up to EUR 10 billion) with grants from the European Commission (up to EUR 1.5 billion) to help mainly public sector entities in the most affected EU regions (identified in the territorial just transition plans) to mobilise additional public investments and meet their development needs in the transition to a climate-neutral economy.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is in responsible for the implementation of the Public Sector Loan Facility under the Just Transition Mechanism.

The first PSLF call for proposals was launched on 19 July 2022 with 10 intermediate cut-offs until the end of 2025. There are 3 cut-off dates per year planned until 2025, with the next one being 19 September 2024.
