CEF Transport: EUR 330 million of CEF funding available to adapt the Trans-European Transport network for dual civilian and defence use

The EU continues to support key transport infrastructure to improve the mobility of military assets across the Trans-European Transport network

Military Mobility

CINEA has launched today a call for proposals under the Connecting Europe Facility (CEF) for Transport programme, making EUR 330 million available from the military mobility envelope. This call aims to co-fund projects that address both civilian and defence needs in view to adapt transport infrastructure to a civilian and defence dual use. The call is in line with the Action Plan on Military Mobility and aims at adjusting sections of the TEN-T network to the technical requirements on dimensions and capacity to address both civilian and defence needs. The call will particularly take into account the new situation created by Russia’s invasion of Ukraine. 

What projects are eligible for funding?

The call for proposals under the Military Mobility envelope supports projects concerning studies, works or mixed projects (covering both studies and works) for all transport modes. Projects must be located on the TEN-T and the EU military transport network and must take into account the infrastructure requirements applicable to certain categories of dual-use infrastructure projects, as set out in the Commission Implementing Regulation (EU) 2021/1328.

Who can apply?

Two types of applicants can submit their proposal:

  • One or more Member States
  • With the agreement of the Member State(s) concerned, international organisations or public or private bodies established in an EU Member State

Applicants have to submit their proposal electronically via the Funding & Tenders Portal Electronic Submission System

When to apply?

Applicants can submit their proposals until 29 September 2022 at 17:00 CET.

How will the grants be awarded?

The submitted proposals will be evaluated by the European Commission/CINEA in the period October to December 2022. Applicants will receive the evaluation results at the beginning of 2023. Grant agreements will be signed with the successful applicants by June 2023.

Background

The CEF Transport programme is the key EU funding instrument for the development of high performing, sustainable and interconnected Trans-European transport networks, with a focus on the nine Core Network Corridors. The programme co-finances projects that enhance multimodality, improve infrastructure and advance innovation and new technologies.

Under the CEF 2 programme, EUR 25.8 billion is available for grants from the EU’s 2021-2027 budget to co-fund Trans-European Transport Network (TEN-T) projects in the EU Member States. In total, so far CEF supports over 1,000 projects for a total amount of EUR 23.29 billion in the transport sector.

The European Climate, Infrastructure and Environment Executive Agency (CINEA) is managing the promotion and evaluation of the call, and supervises the implementation of the projects.
