
Every year, road accidents claim over 20 000 lives in the EU, as well as many severe injuries with permanent consequences. One of the main causes of these tragedies is the delayed emergency response. To combat this, the EU introduced eCall, a mandatory in-vehicle emergency system that automatically alerts rescue services within seconds of a road crash.
eCall works seamlessly across EU borders and automatically connects to the nearest 112 emergency centre (free of charge), no matter your nationality or language. Whether you are driving from Poland to Portugal or through remote areas of Italy, eCall ensures emergency services receive your location and crash details instantly. Since its full implementation in 2018, eCall has cut emergency response times by up to 50%, saving thousands of lives annually. Countries like Italy, Sweden, and the Baltic states have already seen fewer road deaths thanks to faster response times.
New advancements in smart and real-time traffic management and data exchange are now improving eCall’s capabilities. For example, the CEF Transport funded X_HeERO project is testing these solutions in real-world conditions, making Europe’s roads safer, smarter and more efficient by preventing accidents before they happen.

The success of both eCall and X_HEERO relies on close cooperation between EU Member States, automakers, telecom & tech firms, emergency services and standardisation bodies.
Background
The development of eCall was a decade-long effort involving:
- Early 2000s: First feasibility studies funded by the EU, testing automated crash detection.
- 2010s: Standardisation by ETSI & CEN, ensuring eCall would work uniformly across Europe.
- 2014: Political agreement to make eCall mandatory in all new cars by 2018.
- 2015-2018: Large-scale cross-border tests in, for example, France-Germany, Poland and Czechia to refine the system.
- 2018-Present: Full deployment, with millions of vehicles now equipped, saving 2 500+ lives per year.
Today, eCall is a global benchmark, while X_HeERO represents the next evolution proving that EU innovation in transport safety continues to evolve.
